Considering the graphics drivers are tied to Parallels and not the actual hardware, is there any bloody way to update OpenGL from 2 on Ubuntu 14.04 to OpenGL 3.2? Im trying to update to 16.04 but im pretty sure the application I need to use only works with 14.04, but since OpenGL is my hard problem at the moment i'm giving it a shot.

Why in God's name is OpenGL 3 not installed out of the box?

Parallels Tools for Linux at the moment provides OpenGL version 2.1. OpenGL from mesa in Ubuntu 14.04 seems to be 2.1 as well. And mesa in Ubuntu 16.04 provides version 3. So you may try to run your software under 16.04 in guest with disabled 3D acceleration.
